Developing countries face numerous barriers to conducting effective and efficient ethics reviews of international collaborative research. In addition to potentially overlooking important scientific and ethical considerations, inadequate or insufficiently trained ethics committees may insist on unwarranted changes to protocols that can impair a study's scientific or ethical validity. Moreover, poorly functioning review systems can impose substantial delays on the commencement of research, which needlessly undermine the development of new interventions for urgent medical needs. In response to these concerns, the Drugs (...) for Neglected Diseases Initiative, an independent nonprofit organization founded by a coalition of public sector and international organizations, developed a mechanism to facilitate more effective and efficient host country ethics review for a study of the use of fexinidazole for the treatment of late stage African Trypanosomiasis. The project involved the implementation of a novel ‘pre-review’ process of ethical oversight, conducted by an ad hoc committee of ethics committee representatives from African and European countries, in collaboration with internationally recognized scientific experts. The need for research to advance scientific understanding must be balanced with ensuring the rights and wellbeing of participants are safeguarded, with some research topics posing more ethical quandaries for researchers than others. Moral injury is one such topic. Exposure to potentially morally injurious experiences can lead to significant distress, including post-traumatic stress disorder (PTSD), depression, and selfinjury. In this article, we discuss how the rapid expansion of research in the field of moral injury could threaten the wellbeing, dignity and (...) integrity of participants. We also examine key guidance for carrying out ethically responsible research with participants’ rights to self-determination, confidentiality, non-maleficence and beneficence discussed in relation to the study of moral injury. We describe how investigations of moral injury are likely to pose several challenges for researchers including managing disclosures of potentially illegal acts, the risk of harm that repeated questioning about guilt and shame may pose to participant wellbeing in longitudinal studies, as well as the possible negative impact of exposure to vicarious trauma on researchers themselves. Finally, we offer several practical recommendations that researchers, research ethics committees and other regulatory bodies can take to protect participant rights, maximise the potential benefits of research outputs and ensure the field continues to expand in an ethically responsible way. The claim that reduction entails grounding (but not vice versa) – called ‘the grounding-reduction link’ – is potentially very important but not clearly correct. After working through a fruitful debate between Gideon Rosen (who maintains the link) and Paul Audi (who maintains its impossibility), I distinguish between what I call ‘strict’ and ‘broad’ reduction. Strict reduction is incompatible with grounding, but broad reduction is not. Thus the link is possible, at least for broad reduction. However, neither strict (...) nor broad reduction entails grounding. Ultimately, there may be a link between grounding and some highly qualified form of reduction. However, the philosophical traction that one might hope to gain for grounding via such a link is considerably diminished if not outright lost. (shrink)

Carl Schmitt, the author of such books as Political Theology and The Crisis of Parliamentary Democracy, was one of the leading political and legal theorists of the twentieth century. His critical discussions of liberal democratic ideals and institutions continue to arouse controversy, but even his opponents concede his uncanny sense for the basic problems of modern politics. Political Romanticism is a historical study that, like all of Schmitt's major works, offers a fundamental political critique. In it, he defends a (...) concept of political action based on notions of good and evil, justice and injustice, and attacks the political passivity entailed by the romanticization of experience. The book has three strands. The first is an attack on received notions of the origins of the Romantic Movement. Schmitt argues that this movement represents a secularization, subjectification, and privatization in which God is replaced by the emancipated, private individual of the bourgeois social order. The second is an assault on political romanticism that includes a broader attack on the new European bourgeoisie, which Schmitt characterizes as the historical bearer of the movement. The third strand is a defense of political conservatism and a refutation of the view that political romanticism is intrinsically linked with romanticism. Here Schmitt argues that the political romantic is tied not to positions but to aesthetics, and can therefore as easily become a Danton as a Frederick the Great. Guy Oakes's introduction places the book in historical context and also suggests its continuing relevance through his discussion of the latest outcropping of political romanticism in the late 1960s, intriguingly brought out in his example of Norman Mailer as a political romantic. Our primary question here is whether an empirically adequate account of the mass/count distinction really does require distinguishing “things” from “stuff”, and thus postulating two corresponding mereological relations, or if instead positing only one sort of entity and corresponding mereological relation is sufficient, as other semantic theories would have it. This question is meant to be one of what we call natural language mereology. We are asking about the mereological commitments of English, or perhaps competent speakers of English, and not about ultimate reality as such. Instead, it migrated to a new location—the life of the people—where something royal continues to linger in the way we obsessively track (...) and measure the vicissitudes of our flesh. It is usually the case that scientists examine either ecological systems or social systems, yet the need for an interdisciplinary approach to the problems of environmental management and sustainable development is becoming increasingly obvious. Developed under the auspices of the Beijer Institute in Stockholm, this new book analyses social and ecological linkages in selected ecosystems using an international and interdisciplinary case study approach. The chapters provide detailed information on a variety of management practices for dealing with environmental change. Taken as (...) a whole, the book will contribute to the greater understanding of essential social responses to changes in ecosystems, including the generation, accumulation and transmission of ecological knowledge, structure and dynamics of institutions, and the cultural values underlying these responses. We report the identification of a recurrent, 520-kb 16p12.1 microdeletion associated with childhood developmental delay. The microdeletion was detected in 20 of 11,873 cases compared with 2 of 8,540 controls and replicated in a second series of 22 of 9,254 cases compared with 6 of 6,299 controls. Most deletions were inherited, with carrier parents likely to manifest neuropsychiatric phenotypes compared to non-carrier parents. Probands were more likely to carry an additional large copy-number variant when compared to matched controls. The clinical (...) features of individuals with two mutations were distinct from and/or more severe than those of individuals carrying only the co-occurring mutation. Our data support a two-hit model in which the 16p12.1 microdeletion both predisposes to neuropsychiatric phenotypes as a single event and exacerbates neurodevelopmental phenotypes in association with other large deletions or duplications. Analysis of other microdeletions with variable expressivity indicates that this two-hit model might be more generally applicable to neuropsychiatric disease. © 2010 Nature America, Inc. In _Why Knowledge Matters_, influential scholar E. D. Hirsch, Jr., addresses critical issues in contemporary education reform and shows how cherished truisms about education and child development have led to unintended and negative consequences. Hirsch, author of _The Knowledge Deficit_, draws on recent findings in neuroscience and data from France to provide new evidence for the argument that a carefully planned, knowledge-based elementary curriculum is essential to providing the foundations for children’s life success and ensuring equal opportunity for students of (...) all backgrounds. In the absence of a clear, common curriculum, Hirsch contends that tests are reduced to measuring skills rather than content, and that students from disadvantaged backgrounds cannot develop the knowledge base to support high achievement. Hirsch advocates for updated policies based on a set of ideas that are consistent with current cognitive science, developmental psychology, and social science. The book focuses on six persistent problems of recent US education: the over-testing of students; the scapegoating of teachers; the fadeout of preschool gains; the narrowing of the curriculum; the continued achievement gap between demographic groups; and the reliance on standards that are not linked to a rigorous curriculum. In his _Duino Elegies,_ Rainer Maria Rilke suggests that animals enjoy direct access to a realm of being—the open—concealed from humans by the workings of consciousness and self-consciousness. In his own reading of Rilke, Martin Heidegger reclaims the open as the proper domain of human existence but suggests that human life remains haunted by vestiges of an animal-like relation to its surroundings. Walter Benjamin, in turn, was to show that such vestiges—what Eric Santner calls the _creaturely_—have a biopolitical aspect: (...) they are linked to the processes that inscribe life in the realm of power and authority. Santner traces this theme of creaturely life from its poetic and philosophical beginnings in the first half of the twentieth century to the writings of the enigmatic German novelist W. G. Sebald. Sebald’s entire oeuvre, Santner argues, can be seen as an archive of creaturely life. For Sebald, the work on such an archive was inseparable from his understanding of what it means to engage ethically with another person’s history and pain, an engagement that transforms us from indifferent individuals into neighbors. An indispensable book for students of Sebald, _On Creaturely Life_ is also a significant contribution to critical theory. (shrink)

Unconscious logical inference seems to rely on the syntactic structures of mental representations (Quilty-Dunn & Mandelbaum 2018). Other transitions, such as transitions using iconic representations and associative transitions, are harder to assimilate to syntax-based theories. Here we tackle these difficulties head on in the interest of a fuller taxonomy of mental transitions. Along the way we discuss how icons can be compositional without having constituent structure, and expand and defend the “symmetry condition” on Associationism (the idea that associative links and (...) transitions are perfectly symmetric). In the end, we show how a BIT (“bare inferential transition”) theory can cohabitate with these other non-inferential mental transitions. (shrink)

The main point of this paper is to contribute to understanding Milton Friedman’s (1953) “The Methodology of Positive Economics” (hereafter F1953), one of the most influential statements of economic methodology of the twentieth century, and, in doing so, help discern the non trivial but complex role of philosophic ideas in the shaping of economic theorizing and economists’ self-conception. It also aims to contribute to a better understanding of the theoretical origins of the so-called ‘Chicago’ school of economics. In this paper, (...) I first present detailed textual evidence of the familiarity of George Stigler with the early work of Talcott Parsons, the most important American translator and disseminator of Max Weber’s ideas, who also helped create sociology as a distinct discipline in the United States. The Chicago-Parsons link is no surprise because historians have known that Frank Knight and Parsons corresponded, first about translating Weber and then about matters of mutual interest. Knight, who was a doctoral advisor to Stigler and teacher of Milton Friedman, was not merely the first American translator of Weber, but remained keenly and, perhaps, increasingly interested in Weber throughout his life. I am unfamiliar with any investigation of the Weberian influence on Knight’s students. I show that Stigler praises Parsons’ treatment of Alfred Marshall, who plays an outsized role in Friedman’s self-conception of economics and economic theory. I also show that Stigler calls attention to the methodological similarity between Friedman and Parsons. Finally, I turn to F1953, and I show, first, that some of its most distinctive and philosophically interesting claims echo Parsons’ treatment of methodological matters; second that once alerted one can note Weberian terminology in F1953. This paper argues that the classification of propositional attitudes into the de re, de dicto, and de se is incomplete. De se attitudes are widely agreed to be closely connected to de re attitudes. But there is a species of belief that is linked to agent-centered action in the way that de se beliefs are, but is also associated with entities, places, and especially times, under a description. These mark out a fourth kind. One way to think about what makes (...) them distinctive is that, despite being ‘essentially indexical’ they can be retained across different contexts of evaluation without having diagonal content. The paper also discusses the connection between such beliefs and the kinds of utterances (like ‘Don't put off for tomorrow what you can do today’) that are contested as examples of what David Kaplan called ‘monsters.’. The relationship between game play and naturalistic cooperation, generosity, or market involvement is ambiguous at best, making it difficult to link game results to preferences and beliefs guiding decision-making in daily life. Discounting reputation-based explanations because the games are anonymous, while arguing that game play is guided by motivational structures or framing effects reflecting daily life, is inconsistent.

The will to power has non-trivial physical models taken from the class of parallel dis¬tributed processing systems, specifically wave-mechanical discrete dynamical systems with cyclical entropy. The will to power is thus linked to research in non-linear self-organizing dynami¬cal systems, includ¬ing oscillons, cellular automata, spin-glasses, Ising systems, and connectionist networks.

It has become increasingly evident that gene content of the sex chromosomes is markedly different from that of the autosomes. Both sex chromosomes appear enriched for genes related to sexual differentiation and reproduction; but curiously, the human X chromosome also seems to bear a preponderance of genes linked to brain and muscle functions. In this review, we will synthesize several evolutionary theories that may account for this nonrandom assortment of genes on the sex chromosomes, including 1) asexual degeneration, 2) sexual (...) antagonism, 3) constant selection, and 4) hemizygous exposure. Additionally, we will speculate on how the evolution of sex‐chromosome gene content might have impacted on the phenotypic evolution of mammals and particularly humans. In the philosophical tradition, the notions of determinism and causality are strongly linked: it is assumed that in a world of deterministic laws, causality may be said to reign supreme; and in any world where the causality is strong enough, determinism must hold. I will show that these alleged linkages are based on mistakes, and in fact get things almost completely wrong. In a deterministic world that is anything like ours, there is no room for genuine causation. Though there may (...) be stable enough macro-level regularities to serve the purposes of human agents, the sense of “causality” that can be maintained is one that will at best satisfy Humeans and pragmatists, not causal fundamentalists. The topic of this thesis is the nature of human concepts understood as mental symbols or representations. ;Many discussions in this area presuppose an inferential model of concepts taken together with what I call the standard model of concept learning. An inferential model of concepts says that a concept's identity depends upon its participating in inferential dispositions linking it to certain other concepts. For example, one might think that part of what makes a mental symbol the concept BIRD is that (...) it participates in an inferential disposition linking it to the concept ANIMAL. The standard model of concept learning says that learning a concept involves assembling it from previously available concepts. For example, one might think that the concept BIRD is learned by putting together the concept ANIMAL with concepts like WING, FLIES, and so on, yielding a more complex structure. The standard model of concept learning presupposes a form of the inferential model of concepts. Thus one of the reasons many people endorse the inferential model is that they are committed to a broadly empiricist picture of the mind; they assume that most concepts are learned, so they must also assume that most concepts have the sort of structure that the model presupposes. ;My thesis challenges both of these points with respect to a class of concept that has been of central interest in philosophy and cognitive science, namely, the lexical concepts . I argue that the independent evidence for the inferential model in this case is no good and consequently that the standard model of concept learning doesn't work. Still, it remains plausible that many lexical concepts are learned. What we need are new learning models, ones that depart in significant ways from the standard model. I end the thesis by outlining a proposal that may work for the natural kind concepts. (shrink)

In _The New Order and Last Orientation,_ Eric Voegelin explores two distinctly different yet equally important aspects of modernity. He begins by offering a vivid account of the political situation in seventeenth-century Europe after the decline of the church and the passing of the empire. Voegelin shows how the intellectual and political disorder of the period was met by such seemingly disparate responses as Grotius's theory of natural right, Hobbes's _Leviathan,_ the role of the Fronde in the formation of (...) the French national state, Spinoza's _Tractatus Theologico-Politicus,_ and Locke's _Second Treatise,_ the blueprint of a modern middle-class society. By putting these responses and the thought of Montesquieu, Hume, and others in the context of the birth pains of the national state and the emergence of a new self-understanding of man, Voegelin achieves a brilliant mixture of political history and profound philosophical analysis. Voegelin's verdict of modernity is pronounced most powerfully in the opening part of "Last Orientation," in the chapter entitled "Phenomenalism." His discussion of the intellectual confusion underlying the modern project of scientistic phenomenalism is the most original criticism leveled against modernity to date. It is at the same time the first step toward a recovery of reality through philosophy conceived as a science of substance in the spirit of Giordano Bruno. Voegelin's first example of such an effort at recovering reality is the chapter on Schelling, one of the spiritual realists who has not been affected by the prevailing rationalist or reductionist creeds that are part of the modern disorder. Schelling's indirect yet powerful influence on Schopenhauer, Nietzsche, and Freud more than justifies Voegelin's interest in his philosophy and character, even though Voegelin would later distance himself from some of Schelling's positions. The volume's concluding chapter, "Nietzsche and Pascal," applies the understanding gained from the study of Schelling to the thought of the most powerful critic of the age, Nietzsche. Nietzsche's self-avowed affinity with Pascal provides the key to an analysis of the strengths and weaknesses of his thought and reaffirms the connection that links the beginning of modernity with its most recent crises and the efforts to overcome them. Many ontologies posit levels of existence. A whole exists at a level above its parts; a set exists at a level above its members. Hardware objects are at the lowest level in a computational ontology. Software objects exist at higher levels. The game of life illustrates a stratified computational ontology. The cells in the life grid are the hardware objects. An event is a function from cells to values 0 or 1. A process is a series of events. A process (...) contains a software object iff its content is generated by some rule that is independent of the rule for cells. We give a precise existence axiom for software objects. As expected, blinkers, gliders, puffer trains, and so on are software objects. Software objects satisfy traditional conceptions of materiality. Our conception of software objects has intriguing links to modern conceptions of material particles in terms of symmetry groups and topological invariants. Software objects are not abstract. The dominant neuroscientific theory of spatial memory is, like many theories in neuroscience, a multilevel description of a mechanism. The theory links the activities of molecules, cells, brain regions, and whole organisms into an integrated sketch of an explanation for the ability of organisms to navigate novel environments. Here I develop a taxonomy of interlevel experimental strategies for integrating the levels in such multilevel mechanisms. These experimental strategies include activation strategies, interference strategies, and additive strategies. Ethics should guide the design of electronic health records (EHR), and recognized principles of bioethics can play an important role. This approach was adopted recently by a team of informaticists designing and testing a system where patients exert granular control over who views their personal health information. While this method of building ethics in from the start of the design process has significant benefits, questions remain about how useful the application of bioethics principles can be in this process, especially when (...) principles conflict. For instance, while the ethical principle of respect for autonomy supports a robust system of granular control, the principles of beneficence and non-maleficence counsel restraint due to the danger of patients being harmed by restrictions on provider access to data. Conflict between principles has long been recognized by ethicists and has even motivated attacks on approaches that state and apply principles. In this paper we show how using ethical principles can help in the design of EHRs by first, explaining how ethical principles can and should be used generally, and then by, discuss how attention to details in specific cases can show that the tension between principles is not as bad as it initially appeared. We conclude by suggesting further ways in which the application of these (and other) principles can add value to the ongoing discussion of patient involvement in their health care. This is a new approach to linking principles to informatics design that we expect will stimulate further interest. (shrink)

Uncertainty and affect are fundamental and interrelated aspects of the human condition. Uncertainty is often associated with negative affect, but in some circumstances it is associated with positive affect. In this paper, we review different explanations for the varying relationship between uncertainty and affect. We identify “mental simulation” as a key process that links uncertainty to affective states. We suggest that people have a propensity to simulate negative outcomes, which results in a propensity towards negative affective responses to uncertainty. We (...) also propose the existence of several important moderators of this process, including context and individual differences such as uncertainty tolerance, as well as emotion regulation strategies. Finally, we highlight important knowledge gaps and promising areas for future research, both empirical and conceptual, to further elucidate the relationship between uncertainty and affect. (shrink)

Long-Term Potentiation (LTP) is a kind of synaptic plasticity that many contemporary neuroscientists believe is a component in mechanisms of memory. This essay describes the discovery of LTP and the development of the LTP research program. The story begins in the 1950's with the discovery of synaptic plasticity in the hippocampus (a medial temporal lobe structure now associated with memory), and it ends in 1973 with the publication of three papers sketching the future course of the LTP research program. The (...) making of LTP was a protracted affair. Hippocampal synaptic plasticity was initially encountered as an experimental tool, then reported as a curiosity, and finally included in the ontic store of the neurosciences. Early researchers were not investigating the hippocampus in search of a memory mechanism; rather, they saw the hippocampus as a useful experimental model or as a structure implicated in the etiology of epilepsy. The link between hippocampal synaptic plasticity and learning or memory was a separate conceptual achievement. That link was formulated in at least three different ways at different times: reductively (claiming that plasticity is identical to learning), analogically (claiming that plasticity is an example or model of learning), and mechanistically (claiming that plasticity is a component in learning or memory mechanisms). The hypothesized link with learning or memory, coupled with developments in experimental techniques and preparations, shaped how researchers understood LTP itself. By 1973, the mechanistic formulation of the link between LTP and memory provided an abstract framework around which findings from multiple perspectives could be integrated into a multifield research program. This article provides a critical overview of competing theories of conceptual structure (definitional structure, probabilistic structure, theory structure), including the view that concepts have no structure (atomism). We argue that the explanatory demands that these different theories answer to are best accommodated by an organization in which concepts are taken to have atomic cores that are linked to differing types of conceptual structure.

It is mainly about how people can perceive themselves both as mind and body, insofar as “mind” is defined by Spinoza as the “idea of the body.” The Spinozan ethic leads us to make ourselves useful to other people in order to expand our capacity to be and to free ourselves from a form of servitude that is somewhat linked to vulnerability as it is defined in the ethics of care. Therefore, vulnerable people each need to develop consistent ideas of their bodies if they wish to feel that they do exist. Narrative is one of the many ways of advancing in that direction. Much recent work on the masculinities enacted by early Christians has focused upon Christian texts and claims about their heroes and practices among elite Christians. Lucian’s Passing of Peregrinus offers another avenue for thinking about early Christian masculinity. Lucian denies Peregrinus’ claim to masculinity on the basis of his over-concern for honour, especially from the masses, his inability to control his appetites regarding food and sex, his being a parricide, his enacting ‘strange’ ascetic practices and his lack of courage in (...) the face of death. By tying Peregrinus to a Christian community in Judea, Lucian both demonstrates the lack of manliness in the Christian movement, which he suggests is populated mostly by gullible women and children, and further ‘unmans’ Peregrinus by linking him to a community of easily duped people whose praise is not worthy of a philosopher. By presenting this Christian community as a group that not only accepts Peregrinus as a member but also quickly establishes him as their leader, almost at par with Jesus himself, according to Lucian’s account, these early Christians show their lack of self-control by being deceived by a charlatan. Early Christian writers who claimed that their heroes were manly, even more manly than the Greek or Roman heroes, were writing in part to rebut the types of claims made by writers like Lucian. There is a long-standing debate in the philosophy of mind and philosophy of science regarding how best to interpret the relationship between neuroscience and psychology. It has traditionally been argued that either the two domains will evolve and change over time until they converge on a single unified account of human behaviour, or else that they will continue to work in isolation given that they identify properties and states that exist autonomously from one another (due to the multiple-realizability of psychological (...) states). In this paper, I argue that progress in psychology and neuroscience is contingent on the fact that both of these positions are false. Contra the convergence position, I argue that the theories of psychology and the theories of neuroscience are scientifically valuable as representational tools precisely because they cannot be integrated into a single account. However, contra the autonomy position, I propose that the theories of psychology and neuroscience are deeply dependent on one another for further refinement and improvement. In this respect, there is an irreconcilable codependence between psychology and neuroscience that is necessary for both domains to improve and progress. The two domains are forever linked while simultaneously being unable to integrate. (shrink)

Ordinal polytheism is motivated by the cosmological and design arguments. It is also motivated by Leibnizian–Lewisian modal realism. Just as there are many universes, so there are many gods. Gods are necessary concrete grounds of universes. The god-universe relation is one-to-one. Ordinal polytheism argues for a hierarchy of ranks of ever more perfect gods, one rank for every ordinal number. Since there are no maximally perfect gods, ordinal polytheism avoids many of the familiar problems of monotheism. It links theology with (...) counterpart theory, mathematics and computer science. And it entails that the system of universes has an attractive axiological structure. (shrink)

Subsequent consent can be morally efficacious. First, it licenses nostalgia and dismissiveness no more than its prior cousin does. Second, it's coherent because linked to the mental state of not minding. Third, it's just as vulnerable to bilking as prior consent is, as is clear once we distinguish between basing moral assessments on expectations versus on actual outcomes. Fourth, mind control is illegitimate because it short circuits the subject's will, not because its consent is subsequent. "Let us adopt a naive attitude towards it," he proposed, "as though we were hearing it for the first time; we shall be unable then to suppress a feeling of surprise and bewilderment." After the horrors of World War II, the Holocaust, Stalinism, and Yugoslavia, Leviticus 19:18 seems (...) even less conceivable—but all the more urgent now—than Freud imagined. In _The Neighbor_, three of the most significant intellectuals working in psychoanalysis and critical theory collaborate to show how this problem of neighbor-love opens questions that are fundamental to ethical inquiry and that suggest a new theological configuration of political theory.
